Yes, it does work. But don't do it unless you can reload.

Only thing its ever done for me was force me to go to war with someone who was 0.2 non agressive pact where my army rank was top 5 and they were in the 80-90s. Never used it again after that

Sure, I've had it force through a confederation that was ~17 points short once, though not had one of that magnitude work since.

Seems to be more reliable for <6 disagreements, though yes, its utterly unpredictable, so only gets used when i'm in the mood for save scumming.

I have had it work in the Realms of Chaos to force one of the kislev factions to confederate with me while playing as Katarin.
I typically do not bother using it though.

Never worked for me, also warning trespassers never work.

Ironically, being super powerful attracts the weakest and dumbest factions to throw themselves at you (by themselves too, so not even in a coalition) in suicide and to ignore all threats
