Nice, but... that was always just 2 skill points to get. I'd prefer if he was a legendary hero like goritch. But still, I'll take it. :)

Winds of Death will still be as strong as ever, maybe even stronger if VC get some potency buffs to magic, which I assume at least necrearchs get. Just not as spammable, which is fine imo.
But now they actually might have more potent units for a change in lategame and passive healing will free a lot of your WoM from Invocation of Nehek to other spells now, as the percentage passive regen will be wayy, wayyyyy more powerful on all units now, not only ethereal and lords/heroes.

From my personal experience: Magic in game 3 still have some powerful spells, but overall it seems less impactful then it was in game 2* and you can't have unlimited magic**. I have also heard that wind of death is quite a bit weaker in game 3.
So i'd make the assumption that while magic will still be useful for vampire counts it alone won't be enough to win battles anymore.
*For everyday casting, not counting certain powerful army abilities or super spells from the realms of chaos.
**Again not counting the realms of chaos.
And I think people are overlooking that if the counts charge up the full 100 base winds (apparently they have ways to raise that a bit), then they can drop 3 overcast winds back to back, causing a catastrophic loss of balance of power all at once, which is likely to ruin morale and cause army losses.
It's still a case where you don't want to let them drag the fight out and cause a blob...it's just that final annihilation will come in one horrifying burst, instead of spaced out over a couple minutes of recharging between shots.
