Another strong contender is Malus.
90% ward save is a lot harder these days, so the candidate list for the traditional SoK style is shorter. Morathi is still the easiest to build, but not that robust. Volkmar can get a very good save with the factionwide buffs and has good built in wardsave+regen as well as a relatively short CD infinite use crowd clearer, he's a solid candidate as well.
Did Kholek get nerfed or something? In WH2 he was arguably the strongest non sword of khaine 1 man doomstack, since he could hit 90% ward save without the sword of khaine and he's just got super good base stats. Unless something changed I would imagine he can do the same in WH2.
Only one that might be stronger is Suneater who can get 1.3k without sword of khaine or skarbrand (but havent tested him in IE yet) with chainsword
If they're going to be large, they need to be hypermobile or have massive aoe to remove the ranged units or engage them.
Azazel can get sword of slannesh via dilemma and has built in aoe spells plus flying.
Volkmar has built in regen and free battle prayer AOE.
I think in order to contend with "best" spot in this case the lord have to have high health pool, access to regen via item or spell, have built in resist/ward save ability or item (or banner from tech, in case of cathay), have good built in aoe ability to clear chaffs.
