Playing as Western Provinces an my Trade Caravans spawn on my rival's capital instead of mine?

I'm not sure if I'm doing something wrong but my trade caravans spawn on the capital of the Dissenting Lords' faction which, needless to say, immediately get attacked and destroyed. How do I get them to start from my own city instead?
