that is not allowed, they can ban your steam account according to the steam subscriber agreement

i have same problem, prices is realy high for my country. and this is main reason why i look for dlc in retail or on online key markets
2: This is probably the most expensive TIME to buy it. Launch is the most expensive time to buy a game. (Well, almost, there's launch offers and such, which stops for a while, then it becomes cheaper again.).
(Of course, you need to make some extra due dilligence to make sure the place you do buy it are compatible with your version of the game., but that's getting easier all the time.).
Shop around or wait, basically, and it will be cheaper.
Getting marked units sounds fairly unique to me though.

Why? Brasil has one of the cheapest prices for WH2 so OP would be paying even MORE if he wants to buy it in different countries with their currency.

Russia is not the biggest commodity producing country in the world.
That'd be China, Taiwan, Vietnam and similar.
Russia, however, produce a lot of oil and natural gas and the EU and US has decided to simply.. Stop buying it which means they now need said oil from other countries which then drives up prices on barrels.
Here's a fun fact for you: Companies have never had such a profit as they do now as much as 50% more than pre-covid levels. I'm sorry to break it to ya, but.. They are fully speculating right now and driving up prices - intentionally under the guise of "inflation".
