It won't go above ambient, facts.
You should add that capping frame rate and lowering settings is a good combo if you must entertain limiting thermals.
For me I go for all the above, my 5800X (with 240mm AiO) and 6800XT at stock are happily maxing 70C in games (75C for bench and stress tests) with all fans and AiO on quiet before capping aso figures in... even over the last week or two when ambient temps were north of 30C for days on end. Games being un- or poorly optimised in comparison (*cough WH2/3 cough*) are the bigger issue for me, and do require capping/tweaked settings though more for end performance than to mitigate heat etc.
Then there's the gaming laptop side of things but that can't be helped much at all even with harder measures (but I've made my thoughts clear on gaming laptop trends plenty before)
I see a lot of circumstances to the contrary in several forums. I think a good part of such problems is that a lot of ppl focus on the major parts of their PC (whether built or bought) over the others that also contribute to what should be a synergy like any other machine needs be for best results. I see this a lot re the x game loads slow (still no SSD/still on HDD) posts that are still very common nm the posts re running hot.
As long as I get 60+ fps in as many conditions battlewise as I can, I don't worry too much about a latest and greatest system, unless making videos for YT or streaming or something I s'pose.
I never used water cooling in the past simply due to the potential of leaking...

ANyway, I am out of my league here I suppose. I still say there are three components though to a really good system and if there are so many streamers of this game, surely some setups don't invite this overheating stuff.
Total War is CPU greedy though. I know that for a fact. And my I7 something cpu and I are just fine... No ultra graphics required hehe
Though, been talking with my wife last night about maybe getting her into TW gaming. And looking at a decent system she could use, maybe streaming too as she is often doing boring reports and stuff and is idle a lot next to a laptop of an evening. Why not make bank from virgins and some really decent players of the game watching her play? SHe reckons it will be fun. Harmless fun.
So, yeah. Beginning to look into this now and kinda grateful for the threads lately that are rather eye opening about performance issues.

There's no gain to be had and a lot of loss, particularly if you're on the latest generation of CPU and GPU, as those things use amounts of power that would have been unthinkable before.
And the more power flowing through it, the hotter it gets.
Throw in the fact that there's prebuilts out there that thermal throttle *while idle* right out the box because their cooling isn't anywhere near what a 3080 + gen12 i9 need (but having them in there anyway) and there's gonna be people with serious problems.
Yeah, exactly. Never buy prebuilt. Build it yourself. The only component yopu really need to be careful installing is the CPU.
I had rather limited choice with my laptop but already knew a lot of the gaming ones were kinda crap and actually chose something a bit more office oriented with a 17" screen. Try finding a 17" screen gaming laptop under 4000 AUD these days...
I was lucky though in early days of gaming as my brother was an I.T. specialist and helped me choose components for my first PC build. I ahh, let him install the CPU of course...

Just get a small spray bottle, fill it with water and lightly mist your GPU.
I guarantee your GPU will never go above room temperature again.
