Particularly if you start in free-for-all mode so that Noctillus can cove the other player's cities.
You can also snag the change start location mod and play as any faction you like in any location you choose from turn 1.
Then again Tzeentch can lore his way to fighting for anyone really.
the high king can suppress corruption better with his edicts/commandments.
the vampires can provide monsters for the dawi while the dawi can provide some much needed ranged units for the vampires.
