Pure casters and ranged shooters generally want the fastest mount available, with flight if possible.
Other mounts are situational, depending on if you want the lord to be part of your front line or not. If your lord is part of the line, you're usually better off on foot so they don't get swamped or pincushioned.
All that said, I would almost never turn down most of the highest tiers of mounts like Noctilus's Collossus or most of the dragons.
Gotta understand that Lord/Hero's are like a tool in a toolbox, if you swap the mount in/out you change the function of that tool. Swap out disadvantages and advantage's for a new set.
Could go on about my favorite hero set up, a High Elf Noble on Great Eagle mount...About how its a really good hero killer, a super fast response character even in a pinch but more than likely some player will come along and say...."Oh thats complete weak sauce crap."
Because he probably wants 20 XXXsuperpowerful ROFL face on keyboard team and nothing less is going to cut it.
I have run into a lot of that in the forums, players that just expect a whole line of battleships that just mow everything down as it moves...that is really not this game.
These same people will trash talk Cavalry, Chariots, and pretty much everything else that they dont understand how to properly use in the game because it just wont kill everything with a stare.
1) he's cheaper on foot
2) you're making a one-man doomstack and think it's really funny to watch a tiny little foot lord spend 2 hours slowly meleeing an entire army to death
every other case, sacrificing speed and special abilities is stupid
