They are per province, and have a %chance to replenish over time.
You have to defeat their last settlement.
You are misunderstanding how that works. Its a 5 marauders limit in the current recruitment pool for that province, not a 5 marauders limit for your armies/race. You can increase this limit with buildings and tech the like, but the units in the pool will replenish over time (it has a % each turn to add another one to the pool up to the limit, the % and what units show up depends on a lot of factors), alternatively you can just move to another province to access its pool instead.
All the WoC legendary lords now start on the map with their own faction. In order for you to get them you need to find them, beat them up (down to 1 settlement) and when taking the last settlement you get the option to confederate them. Note that only Archaon and Be'lakor has this option.
1) Local recruitment: Works like Raise Dead for Vampires, each area has a chance to generate certain units to the pool on each turn. Can be modified by local chaos corruption and buildings. There is no limit for how many units you can recruit this way.
2) Gifted Units: These can be chosen every 10 turns from the Chaos dilemma, or periodically added to the pool through Gift of Chaos slots. Each army has its own cap of 6 Gifted Units.
3) Allied recruitment: Need to be encamped or garrisoned, cap of 4 units per army. A finished level 1 outpost allows recruitment of all units which the local province can provide, level 2-3 allows anything from the faction global recruitment. Some ally factions have recruitment caps, like Beastmen are very restrictive and Tomb Kings only allow the basic skeletons.
4) Renown
Most importantly, if you have the Champions of Chaos DLC, you can upgrade most of the crappy basic units. So you just pick up random marauders, turn them into e.g. Tzeentch Forsaken and then Spawns. Or Warriors > Chosen / Doom Knights. Whatever your faction allows.
So basicly what you want to do is agressively capture/raze around the map so every time you get to a new province you will be able to recruit new northlanders. Otherwise it will take a while for recruitable units to replenish.
Only type of unit you have limit on are gifts. Which are limited to 6 gifted units per army.
Also more chaos corruption will bring more recruitable units into a province.
