No. You still have to make progress with supporters to achieve each tier of buffs for your faction, but you no longer have to beat Great Orthodoxy to the top. Nothing will happen when you reach max besides getting the final tier of buffs.

You can also revive them with a revolt, Kostaltyn give factionwide reduced upkeep at lv 20 ore so, worth it if you confederate him.
