Humans, Dwarfs, Elves, Skaven, Vampire Coast, Nurgle, Tzeentch, Cathay, Tomb Kings, Kislev and perhaps some others I can't recall cannot vassalise.
Basically everything in the north part of the map usually can.

Chaos factions can
Vamps Can

Humans though maybe possible with their elector count system
Tomb kings can vassalize anyone via diplomacy so you can essentially play WOC in reverse, once you get the ball rolling as TK have no units cost upkeep I had Settra with a boat load of wealth having all the good guys as vassals in africa push north.
In tomb kings case it also greatly benefits from the wealth rolling in as their eco can be pretty trashie.
I should also mention due to how the AI prioritise the player they often ignore vassals so i often give them areas i cant be bothered holding. And they are good for clearing up armies that sneak behind your lines
