Dilemna or not depends of the faction you're playing. If you're playing a WoC faction, then it's the path of Glory that is used, and you need to spend souls to pay it. If you're playing a monogod faction or Daniel, then you don't have souls to spend, instead it's a dilemna simmilar to how exalted daemon lords can evolved into exalted greater daemon lords.
You can only change into the daemon prince of the god that the lord was dedicated to until now. So a lord of Slaanesh can only become a daemon prince of slaanesh, etc. By default it will remove half of your levels as well. Some factions have way to lower the cost, but not all of them.
