Can I confederate as dwarfs?

Or is it some option that appears later? Because I don't see an option to confederate with anyone, I am playing as Thorek Ironbrow and there are dwarfs sitting ontop of things that I need to collect, now they are refusing to part with those settlements. Do I have to kill them all just to get rid of these grudges to collect the items?

Military Allies (maybe even Defensive) should also give you Thorek's vault items. At least it did in wh2.
But if the confed option isn't appearing at all, that's a bug. Dwarfs are supposed to be able to, if not easily.

You can confed as Dwarfs. Doing it in my current run.

Strange, I don't have the option to confederate at all. I have 100+ relations with a small dwarf faction.

Strange, I am allied to a faction that holds an item and I have yet to receive that item.

did you try only with THAT faction? Because IIRC Thorek has a faction that he's supposed to get a quest to confederate, rather than confederrating them normaly. The thing is, it seems like right now confederation through quest are bugged in IE.
