mortal empires can"t colonize ruins

I always play with mods so maybe this is normal since mods need to be updated before they work. I play as the empire and Carroburg a human city got razed but I can't colonize it. The hell? Is this normal?

then you first need to destroy the herd stone in another city in the same province

OMG i'm such an idiot. Yeah that's exactly the reason. I have over 200 hours in warhammer mortal empires. I know this. I feel so stupid. Oh well thanks for giving the correct answer

Noob question: I had the same issue, I was not able to conolize a ruin (also playing empire, colonize was greyed out) BUT I was able to give the colony back to the rightful owner.
This is somehow odd for me - why am I not able to colonize myself but I am able to give it to another nation? I tried it out and the other nation colonized it right away.
