Making entirely new campaign maps takes a lot of resources to do, which results in less resources being able to be spent on other aspects of the game like new units, LLs, or in-depth faction mechanics. That's in part why the wood elves and beastmen factions ended up being the worst playable factions in the game for years, since too much resources went to making their mini-campaign maps fun and polished rather than their factions being fun or polished. Considering that most of the people who play warhammer just play for the massive sandbox, a lot of people lambasted CA for it, which resulted in CA just getting rid of mini-campaigns entirely in the next two major race dlcs(both of which ended up being really successful and popular with the community).
There just isn't a large enough demand for CA to make them anymore when data shows that their community is far more interested in getting new high quality units, LLs, factions, and reworks. If mini-campaigns were to ever return, it'd probably be at the very end of WH3's life-cycle when there isn't much else to add to the game.
No I didnt say the Tomb Kings lore or campaign itself was bad, I said I personally couldnt get on with the army. I had the same issue when I tried the Undead, its the squishy front line I dont like or simply cant play well with. Same thing with the Skaven, I dont think I am any good with that type of army. I do want to try the undead again though as I do love a zombie film, but with WH3 so close I want to drop WH2 ( I also have tons of other games building up )

I was referring to your later comment where you said they never become a superpower which, like i said, fits their lore very well. If i misunderstood i'm sorry.
As for the rest, trust me, all races have potential to doomstack and/or steamroll. It can depend a lot on difficulty and army composition but no faction is underpowered.
For the Vampire Counts don't picture that front line as a traditional anvil, picture it more as a... swamp... meant to bog down the enemy's expensive units and absorb their attacks while you flank and slaughter them with your squishy but hard hitting monsters, your strong cavalry and heroes/LLs or mow them down with your deadly spells (I'm pretty sure Wind of Death is still the strongest damaging spell in the game). Don't worry at all about losing all that chaff infantry because you can just completely replace it after every fight by using the Raise Dead faction mechanic. Plus, at later stages of the game you can make them strong and also free via various tech upgrades.
For Tomb Kings it's a similar story except this time you have access to fantastic constructs and some great artillery as well on top of the strong spellcasters.
As for Skaven, you will do much better if you don't try to play them like a traditional fantasy army and instead play them more like a modern army. They have hands down the best ranged units and artillery in the game and some great magic as well. All you need is to bog the enemy down and keep them away from ranged units while they do the work and you can accomplish this either by using summoning in stacks of skaven via magic and using the Menace Below mechanic which costs you food OR you can keep around a stack of extremely cheap and quickly replaceable Skaven Slaves that you just toss at the enemy like you'd toss zombies while your murder them with gatling guns, artillery and literal nukes.

If you don't feel like getting back into TWW 2 just wait for the new game, in a couple months we'll probably have the combined campaign as well and you can just give the factions another shot then. Plus, i'm sure all the game 1 and game 2 factions will be getting some updates at some point in the future.

And of course they are going to incorporate the old races, that's been the plan all along and what Mortal Empires is for. I don't think the old lords will get new mechanics, but any new LLs they introduce for older races probably will just as they did with Game 2.
