Nope, even on wingamestore which has a coupon for new customers running permanently, you can't use it on TWW 3. Same on HumbleBundle with their store discount for customers. It seems SEGA is keeping a close eye this time, i remember buying Three Kingdoms for example from one of these stores for 37 euros pre-release by stacking a coupon with the discount.
I buy all TW games using MrSmartDonkey's (a smaller TW YouTuber) 2Game link (official store supported by Sega).
