When you build it, it starts with the first stage, the 'seedling' stage. In 5 turns, it will go to the next stage, germinating. As it does, the unit depicted (the nurgling) is added to your summoning pool. And so it goes. However, to get to the last stage, it needs to be at a tier 5 settlement (The icon with the tree and the 'V'). If it's not at a high enough tier, it will stop its advancement.
The unit is added when that stage is FINISHED, and goes back to the seedling stage.
Note that uniquely, you can get soul grinders at tier 3 in a minor settlement, while everyone else gets them at tier 5.
To get an EXALTED great unclean one, you need to get a herald to level 15, shortly after you are asked if you want it upgraded to an exalted great unclean one.
