He will be nerfed to the ground to fit within the games ''balance'' just like all other super overpowered characters like Grimgor, Archaeon, Mazdamundi, Teclis, Vlad, Tyrion, Settra, Gor-Rok, Grombrindal, hell freaking Lord Kroak is in the game and he is just a hero, lorewise he's probably the most op character in the game.

Also one of his deaths only came to be thhanks to the fellblade and the skaven council using one of he last hman princes has a puppet, most of the skaven council at the time died using their magic to protect the prince also form dfistant so indeed powerful.
Now other times he has come back which have been a few he always starts in a weaker state or his followers have to recover things to bring him back. but in normal none end time he is very dead hence why his right hand in game 2 wants all those tomes and control over his masters old base to bring him back.
Before it he was just a necromancer that abuse warpstone and Black Pyramide.
Well, that's the thing. You really can't add someone as powerful as Nagash without breaking the game. Unless maybe the campaign was that he is indeed ridiculously powerful but everyone else automatically hates him kinda like when a demon faction encounters a non-chaos faction. Arkhan the Black is the only one who actually likes him and he could exert control over Vampire Counts/Coast and to a lesser extent, Tomb Kings (not the playable ones), but everyone else? Automatic war and he NEEDS to be as broken as he is to handle it.
Kroak got done dirty and would win, and Mazdamundi would put up a good fight, but lorewise, every other character you mentioned, Nagash would destroy.
And so i think the Nagash dlc will probably happen in something like 2 years, to give a big bounce to this game.
