Just how strong is nagash
and why isnt he playable lord?

Cause he's dead and done by the hand of the last living king of Khemri. Seemingly managed to reappear in Age of Sigmar after the whole world endee, but many people reject AoS as a whole

Nagash is one of the strongest beings in the setting. Probably the only comparable mortal is Lord Kroak, the other guy who died and then said "nope"

Extremely powerful.
During his lifetime, he was one of the strongest mages ever, placing him up with the Elven Twins.
Killing Nagash was the first time (and only time, IIRC) that the Council of Thirteen agreed to a decision unanimously.
Then, after his death, he returned twice, fighting the Skaven and Nehekhara (failing), and then being betrayed by the vampires and killed by Sigmar himself.

He'll be a Legendary Lord in 3 before the end, 100%.

I'd love a source on that. All I knew was feom the 6th or 7th Khemri armybook and that only mentionned skaven playing up to get him killed ( by a human though )

The game is already full of Dragon Ball lvl characters I don't see the fuss in adding nagash.

He will be nerfed to the ground to fit within the games ''balance'' just like all other super overpowered characters like Grimgor, Archaeon, Mazdamundi, Teclis, Vlad, Tyrion, Settra, Gor-Rok, Grombrindal, hell freaking Lord Kroak is in the game and he is just a hero, lorewise he's probably the most op character in the game.

Outside of end times it depends when he was a mortal he was the most powerful human in the ways of magic, was even able to master dark elf magic hence how he got the idea for necromancey and him wanting to be able to live forever.

Also one of his deaths only came to be thhanks to the fellblade and the skaven council using one of he last hman princes has a puppet, most of the skaven council at the time died using their magic to protect the prince also form dfistant so indeed powerful.

Now other times he has come back which have been a few he always starts in a weaker state or his followers have to recover things to bring him back. but in normal none end time he is very dead hence why his right hand in game 2 wants all those tomes and control over his masters old base to bring him back.

Nagash became god of the dead only in end times and AoS.
Before it he was just a necromancer that abuse warpstone and Black Pyramide.

Well, that's the thing. You really can't add someone as powerful as Nagash without breaking the game. Unless maybe the campaign was that he is indeed ridiculously powerful but everyone else automatically hates him kinda like when a demon faction encounters a non-chaos faction. Arkhan the Black is the only one who actually likes him and he could exert control over Vampire Counts/Coast and to a lesser extent, Tomb Kings (not the playable ones), but everyone else? Automatic war and he NEEDS to be as broken as he is to handle it.

Kroak got done dirty and would win, and Mazdamundi would put up a good fight, but lorewise, every other character you mentioned, Nagash would destroy.

Well you could, there have been small table top campaigns in the past that brought him back over the years, but you wouldn't start has Nagash and depending on your actions it would effect how strong he ended up coming back has, so yeah still would be very dragon ball way to include him though since would need to collect things

I think that if Nagash come to this game, it needs a lot of work on it, Nagash is really important, so i think CA will make a huge dlc, with maybe a really worked campaign.

And so i think the Nagash dlc will probably happen in something like 2 years, to give a big bounce to this game.
