Not really. It's good as an assist for dedicated Anti-Large infantry. It's no duellant at all because it hasn't juggernaut.
You can perfectly kill single entity small caster with it, however
Starting from Hard, balance gets messed up because of straight AI boosts in stats.
This makes it easy for it to flank and it wont get stuck in the same way as your cavalry does and it makes it much harder to target with things like Artillery and ranged units.
The Frostbite effect makes it a good assist for other mobile units to keep the enemy from escaping.
Basically a mobile high damage glass cannon that you want to use to "ambush" the target (preferable with support or with several of the kitties). You don't want it to ever exchange blows, use it to flank units occupied with something else (like noming on your infantry).
Though it can be a good piece for mobile cavalry heavy armies, Winged lancers/Gryphon legion are nasty anti-infantry, while bear riders wreck just about anything. War sleds and Little Grom are nice mobile shooting chariots. Support them with Snow leopards. Might be the best combo against anything Tzeentch.
I tried to send mine out to kill a wounded Vamp Count (about 1/5th health) and my kitty jsut got spanked, so defo not something to throw at actual combatants haha
