They might do lord of the ring total war.
You cannot compete against WH trying to focus on some random culture or some random place in the world.
WH is now a global campaign, with several continents, cultures, and on top of it all we get all the fantasy elements historical couldn't dream of having.
If Historical wants to have a chance, and to be taken seriously they need to:
1: Create a massive global campaign, even if it takes multiple games merged together just like WH 1 2 and 3, where it is very possible for a world dominating european power full of knights to eventually reach the east and start fighting knights vs samurai, with trading systems, trading routes, development mechanics, cultural mechanics, different armies and fighting styles, etc...
And/Or
2: Create something very different from the regular total war experience, much deeper, since history can't compete with fantasy in the battles department, make a very complex strategical game instead that's more like a hybrid of Grand Strategy with Total War.
If they try to make another Thrones of Britannia or 3K again it will have the same fate, again, WH set the bar too high, the age of these limited total war games is over, people will check them out due to novelty, but they will return to WH to play their 15th campaign with a different race or legendary lord instead.
Edit: Oh, and also, a greater lengthy campaign would be needed, History can't compete with all the unit types and forms you can attack in Fantasy, but it can get a little more veriety by researching from early iron age technology all the way up to the napoleonic era, and all the army reforms inbetween.

There's still Age of Sigmar with plenty of content to give. And 40K. The historical TW fans second worst luck is that Warhammer and the Total War formula mixes so well together; their worst luck is that Warhammer is essentially an endless franchise.
Last but not least, after Harry Potter we'll surely get SHREK Total War
And for the record CA already mentioned that they are working on Mortal Kombat: Total War.
