Yes. But much of the fluff is inspired by arthurian legends from Britannia too. Tarts lying in ponds handing out swords and stuff.
Kislev also has most influence in names and stuff from indeed Russia - Tzars and Tzarinas, Katarin is bascially Katharina the Great, you have old char like Igor the Terrible, uniter of Kislev etc.
