Is the OBIR NFCP 3 any good?
I have enough G1 to get it, but I'm not sure if it is a good investment.

No, never put CJ3 on any burst-fire weapon. Take it from someone who got to Marksman 16 mostly using the OBIR. The way CJ3 is coded causes it to only affect the interval between shots WITHIN the burst. Since the shots within the burst have a negligable interval to begin with, CJ3 has no effect. You're literally wasting a slot by using CJ3. Some people claim they do better with it but it's purely a placebo effect.

The first mod you want to put on an OBIR is IR3 and then HS3 and then a purple mod of your choice. IR3 is important because the OBIR has a rather unique balance between damage and drop-off. The drop-off starts at 60m but you don't want to use it at <60m because the TTK is 1.2s which means you'll be operating in N-Tec territory with a much higher TTK. Instead, the OBIR has a lot of overkill damage where three full bursts before drop-off will deal 1485 damage! This overkill damage effectively extends the niche of the OBIR. Instead of being effective up to 60m, it's a 3-burst-to-kill up to 74m without IR3 or 81m with IR3.

So, don't be one of those people that looks at the on-paper stats, attempts to use the weapon at <60m and then calls it "useless" because they get wrecked by N-Tecs. You want to use it between about 50-85m with IR3, ideally. If you're under 50m and you have to use it, try shotgunning and corner-popping to minimize your exposure.

The DB is what I mean by "on-paper". The DB shows that drop-off begins at 60m so sometimes people assume you should use it before 60m, which is understandable since that's how you treat other weapons, but the OBIR is unique in that it still works pretty well during drop-off due to the large amount of overkill.

Sorry, I just assumed that on-paper was refering to the Armas stats because of everyone telling me that it isn't exactly "accurate".

But also, I'm short on the in-game credits, so i'm not too complelled to purchase the higher level mods. (That's my excuse for not yet unlocking them anyway.)

So I decided to use the (only -_-) two in my inventory.
-Hunting Sight 1
-Bandolier 1

I intend to buy more in the future.
