Report a translation problem
1) The tutorial, as said above, where you can select a no-slot weapon from a list.
2) The marketplace, where you can buy really expensive legendary weapons with in-game money.
3) From a rare daily activity given by the boss tier and higher contacts. The weapons you can get from the daily activity are the Nano and the STAC 10.
Then, of course, you can also get perm weapons from the cash shop for real money.
That might sound like a lot to someone without many hours but it's one of those end-game things. If you play regularly for a year or so then you accumulate all the mods and cars you want, which are all perm, and then you end up spending less money overall which means you end up saving more.
I just emptied my entire bank a couple months ago to come up with 5.5m to buy a very rare weapon off the marketplace and I'm already back up to 2m. I also have like 3-5m in mods that I could sell in a flash sale if I needed to quickly raise some money.

1. Have premium so you can get like 5k+ per mission
2.Do not have premium or you already have most of the money towards the legendary (thats what I am doing)
3. Have alot of time to go on empty (gold) districts and ram raid.
Otherwise just ignore em. The contact weapons are good enough already, before I got all my loyalty guns from buying premium I used the N tec and the OCA EW because they are awsome.
