In addition to that, if you have a dedicated and integrated card, make sure to turn the latter off. Nvidia Optimus, for example, switches between cards and if it switches to the weaker card that cannot run the game, this might happen as well.

You should be able to open the graphics card settings either via your task bar or by right clicking on an empty space on your desktop, then selecting the option there. It should say something like AMD Radeon Settings.
Under "System" you should find an option for switchable graphics. Here you should be able to select the game and the option "High Performance", maybe with an additional mention of the card name. Select that unless it is already selected and see if it helps.
This is from memory, my own card is an Nvidia, but they do both have that option.
This would be the first time I had to do overclock on this computer.
Tomorrow, I will be turning on a system from AMD which will track the computers information as I play the game. Hopefully from there, I can find what the deal might be.
Your GPU by itself should run the game fine as it is. Something else isn't right.
