I think if you want to complete all the story quests you need to do a few mildly dishonest things, but nothing particularly terrible. You can also ignore the story quests if you want, they are optional. It's not really a quest-driven game; the only quests you need to do on the Valley map are the Chapters quests (basically a tutorial) to raise your build limit, and on the Oxbow map you don't even have to do those.
If you want all the achievements then you'll have to commit some crimes, but that won't take long and you only have to do it to get the achievement(s). Similarly, you have to not pay taxes to get an achievement. Not sure whether you view that as a crime? :)
But no, I don't think you have to commit any crimes, and you probably wouldn't want to given it would be relatively pointless. Apart from achievements.
You cannot turn off hostile wildlife, but I guess you could just run away whenever an aggressive animal spots you.
It will severely limit where you can go or where you can safely build though.
The only crime you can commit in the game is stealing, and you are not forced to do that.
Not paying your taxes on time is also a crime I guess, but that's also easy to avoid.
