Oxbow's 'Staying Vigilant' quest - How to progress this?

Its been at the same state since I started this map, stating only 'Look for ways to help the Oxbow'. I've done dozens of message boards quests, quests in every town on the map, a couple specific ones for quartermaster Dervan, but there's no change. Is there a specific Dynasty Rep I need to hit before it moves?

It'll continue after you done a number of side quests (message board doesn't count) in the villages. You can only get one side quest per village per season, so it'll take a bit.

Ooph, ok. I haven't been hitting up those quests regularly.
