Will it be normal to play on a weak PC?

Ryzen 3 3100 4 core 3.6 ghz
16 gb ram

It should work on your system.
Maybe not on highest settings and you may have some performance drops if you (for example) place a lot of light sources in your village, but overall it should run on your system.

I am not sure how to compare processors, yours could be far better than mine, Intel® Core™ i3, GTX 1650,with only 8 gb RAM. in game graphics are set to medium, and the game plays fine, most of the time...not enough to want/need a new PC.

My PC knowledge is lacking so hope this input helps.

I have budget pc with rx 580 8gb , 10105f, 16gb ram, nvme and it runs smoothly, i play 1080p all high , view distance on ultra, on average i have 60 fps, only at night in town where are torches and more lights fps drops or fps drops to like 45 in more forested areas but not always
