It may well be that the devs expand this at some point, right now it really just seems to be the memo. But you're not the first to worry.
Who's Sleepyhead? I freed him (or her - I couldn't tell in the dark) and gave them the coverlet they wanted, but when I went back next season the whole camp had disappeared. They seemed to belong in some quest I never got, a bit like those people who don't talk to you if you encounter them before you've reached the right stage in the quest they belong to.
