There was an NPC who tried to sell me the defunct property just outside Pistovia, now I can't find him?

I am playing a Co-op game, and I guess very early on there was an NPC who showed up to offer to sell me the little crumbling settlement just outside Pistovia on the north side, atop a little hill. I started my village at the bottom of said hill, not knowing how much space i would need, nor how much I would need to go to the main city, this being my first playthrough. I guess some NPC showed up at one point offering to sell this property, but of course, my friends were stoned and didn't mention it to me until he was long gone. Is there was way to find this guy again? I am running out of space and would really like to expand up this hill, but I have no idea what the guy even looked like, let alone where to find him now.. Can anyone tell me where this guy can be found, or if there's another way to buy this property??

It's a random encounter. He will not always be there, pure RNG.

well ♥♥♥♥, there's an exclusion zone around the area, is there no way i will be able to expand into it then? I guess i will have to avoid ruins by a country mile in subsequent playthroughs, but I'm gonna be pinched between these ruins, and pistovia, ughh... :(

That's correct. The red zones on the map are there to stay, and you can't break down the ruined buildings either; they are used for events and also for future additions the devs might still want to do.

I don't think its IN a red zone, its just like 2-3 little buildings, but i cant build, or harvest trees, ect, which is what i meant when i said it was in the "exclusion zone".
