are skull drops bugged???

have a king quest for 18 deer skulls and 6 moose. killed 42 deer and 16 moose ..... i have 2 moose skulls .... that is it. seems either a bug or drop rate should be adjusted.

Random, but it's quite rare. If you must, quick save before skinning the animal. Load if you don't get a skull. Cheesy, but it work.

Best is u kill a complete bunch of them and then save and skin. Than check if u got 3-4 if not try a reload. OR u simply kill kill and kill, sooner or later u get them, the Rate is simply as pdoan8 wrote, very very bad and random.

Skull drops are fine; they've always been low. The problem is that stupid quest.
