Not exactly. Most buildings have multiple build, chore, harvest, craft options for workers. Mule stall seems to have only one singular task.
I never put a worker there.
Just like how the visible eggs and feathers in the chicken and geese nests are there only for the player and there's no interaction from the worker with them.
