Report a translation problem
In my current playthrough I refuse to buy anything from vendors (except presents for the wife); so for starting seeds and saplings i completely depend on scavenging the map every season and hoping I find something good.
But they can spawn again at a random time, sometimes direct in the next season, so it seems to a seasonal respawn. There are many different spots, it can be that you see some spots only once or never and some a few times.
Like Morri, in my current game I am not buying anything, nor, as yet, am I selling anything to villagers (although with the tax bill I will probably have to start selling soon - but I was hoping to unlock the market stall before I ran out of coins). It has meant a slow start. I didn't find any carrot seeds till year 3, and then just 4 of them I planted them in year 4 and got 8 with the crop, and I had hoped to get 16 the following year, but in the end only got 12. However, I happened to find another 3 seeds that summer so I had the 15 needed for the chapter quest. Autumn of year 5 is a long time to go with just 10 buildings.
And omg, 5 years? For me it were cabbage seeds that I couldn't find. Carrot seeds I had so many of...
I kept planting and harvesting from the 3 seeds I had finally found after some seasons and together with a lucky find in year 3, I finally managed to get enough of them in autumn year 3. I commend you for lasting 5 years! The building limit of 10 was completely driving me crazy already by year 2.
