where do you buy crossbows and bolts?

I only have experience in the Valley with Racimir, so I can only help with that one.
Hornica has a Smithy, the Smith sells Crossbows and Regular Bolts. There is an Herbalist in Baranica, they sell Poisoned Bolts.

Be warned, if you opt for Iron Bow and Bolts, it will easily cost several thousand coins.

In oxbow at the 2 tool trader in the center town and Southwest

Playing the valley map you can buy crossbows and bolts from Jan in Hornica and Teobald in Lesnica.

Playing the Oxbow map you can buy the crossbow and bolts from the market stall in Piastovia or the blacksmith in Skauki.
