My kingdom for some fertilizer
I am in a Catch 22 situation It seems. No one is selling fertilizer, and I have been to every single town. Traders are only selling Manure and the bag is not recognizing manure as fertilizer. So I can't farm or buy animals to generate tech points needed for that category. So I am not able to get the barn and make Fertilizer myself.
That category says I need to farm or husbandry to generate tech points but can't farm do to no fertilizer being sold on map and animals are down the road. Am I missing something here. checked and rechecked to make sure the manure wouldn't work. Do I just keep placing farm plots until I get enough tech points to get the barn? Seems really silly and costly as aren't they making the rent go up? Guess I am at a stand still until I hear something.

The same vendors who sell seeds and seedlings also sell fertiliser. Edwin in Gostovia, for example.

And you can find all 3 in their fields outside of the towns

You are missing the three vendors that sell farming supplies like seeds, hoes and fertilizer.
They are in Gostovia, Denica and Rolnica but since they are farmers they are usually in the fields right outside of their respective village.

Farm plot do not increase your taxes, only regular buildings do.

Talked to all of them that is how I got my seeds and they are only selling manure no fertilizer. believe me, I would start my garden if it were the case.

Those arent the people that sell fert. You need to talk to the ones that sell seeds and things that get harvested from fields. Sounds like you talked to the animal keeper NPCs, not the field working NPCs. A screenshot with the trade window opened would help us to know for sure.

I talked to everyone who had a bag icon in every town. Maybe I should try restarting my game. hopefully it will fix it.

A lot of times they arent in the town, they are outside the town working in the fields.
For Edwin in Gostavia, take the road that goes south out of the town. I usually find him working those fields. Another thing to note: You have to scroll down once you opened up trade with them to get to the fertilizer.

They are in the fields outside, so more often than not you won't see their icon on your radar from inside the town.

Thankfully all three villages have fields concentrated on one side so you won't have to search too much for them.

If you create a field, plow it and tear it down, you should have enough farming tech to unlock the barn. If you build the barn, you can craft fertilizer from rotten food.

*edit: and also from manure.

gather food to rot in your house chest
when its the last day of the season, put those food in your inventory and go to sleep.

Food in inventory rots 2 times faster than in chests. You can get lots of rot to make fertilizers

I found 99 rot on the ground and for the life of me I can't recall dropping that much meat prior, I must have though. Unless of course it was one of those random spawn additions in the game. But yes your question has been answered in all the above postings.

Different food turn into different amounts of rot.
Berrie makes 1 rot per item, mushroom (any type) makes 2, meat makes 3 (so that would be 33 meat for the 99 rots), cabbage makes 4 (one of the best sources of rot).

The barn only takes 10 tech points to unlock, which is really easy to get by just creating a few fields. Make a field, do the initial plow, tear up and repeat until you unlock the barn.

Also, if you look at the map bar at the top of the screen, the one the shows the little bag icon for vendors, you should see a secondary icon to the top left of the bag. The icon that looks like an animal head will sell manure (these are the animal husbandry NPCs), the icon that looks like a wheat stalk will sell fertilizer (these are farming NPCs).
