That's the limit.
(Honesty obliges me to say that this can be increased by editing your savefile directly, but If you want to know how to do that, you'll have to look elsewhere; as discussions on the forum about it are not wanted as messing with your savefile can cause bugs and issues further down the line)
Like I went from a building limit of 1 to a building limit of 5 but I can't get past 5. Doubling that would just make it 10, how do I get it higher through normal gameplay?
I played in Oxbowl too a bit but decided to do the regular story first, I'm starting to regret it though because it has a lot of quests that basically just make me walk 600 meters to talk to some someone who tells me to walk 1,000 meters to talk to someone else.
Follow the sound. You should hear the sound of an owl, follow that sound and once you get close enough, you'll see and your journal will update.

I've been running around the woods using vision mode trying to spot the owl because I was listening to music and couldn't hear it
