In the Valley there are 6 special ones with a higher skill and their own little backstory; each you can recruit by doing a quest you get from wife or son.
Edit: since the latest patch, it seems there are some special recruits added to the Oxbow that can spawn in specific places.
I think there is at least one special recruit in Oxbow. There is a ruin on one of the islands south of Klonica and today (day 1 of summer year 1) when I explored it, I found an old woman in the top room with the herbs, who had high stats and joined me. I didn't have a house for a villager yet, so when I was killed by a falling tree later that day, rather than respawning, I reloaded my earlier save thinking I could just recruit her again when I had her house built. But unfortunately she wasn't there when I went the second time. I think maybe I'll restart and see if I can find her again.
I came across a lonely man sitting by the road. After the conversation, she suggested a house in her settlement as the best option.

Some residents have developed their profession to level 4.
I have found an older lady with great stats South of Klonica on one of the small islands. She sits in a house by herself and through dialogue you can recruit her. She has phenomenal survival and some other skills and what I perceive as an XP boost? She certainly levels up a lot quicker than the others.
Back then there were no special NPCs in the oxbow, but that has since changed with a major update. But the mechanism of the special NPCs in the oxbow is different: they don't come from spouse quests, but spawn somewhere on the map (analogue to carts or bandit camps).
