The goose thing is for the april fools event. That's what the update was for. There's no patch notes as that would spoil the goose thing.

Question.. Are the latest updates just for OXBOW or for the entire game or all maps?

The goose April Fools update is only for the Oxbow.
The other updates; depends. If it's a change to economics, weather etc, it's for both maps. If it's something specific related to the Oxbow storyline or to multiplayer, it's for Oxbow only.
