Is a rug just a rug?

ok, I know rugs increase happiness, but do the different type of rugs give more or less happiness, or does a villager say OH there's a rug I am happier?

It's all the same, so comes down to what you prefer.

Morri already answered of course, but I'll add that all decorations have the same small happiness boost: shelves, hooks, rugs, lanterns, etc. If my number memory is correct (I believe it is), it's 1% boost per item to a max of 10%. Once you go higher in number, it's for your immersion only.

I wish they would remove or increase the cap but have different decorations worth different amounts of mood. Something like 0.2% mood for the low tier stuff and increasing up to 1% for the highest tier.

Larry is right, it's 10 decorations for maximum boost. Literally doesn't matter which decorations you use.
