Cannot find NPC quest givers for 3 days.

I have now experienced this issue three times where the npc I am to complete a quest for isn't anywhere in the city where the quest was taken. not in any building or outside its gate. Simply nowhere to be found for that entire season. I search in morning mid day, evening and at night and they have no bed in the city or outside of it. They do not show up as a the quest point on the map either.

Has anyone else had this issue being unable to locate npc quest givers?
Today it was Onions vs. bloodsuckers. previously it was a stone tool quest I forget the name. The first time it was pigeon hunting. Now I have started new games several times and these quests all have worked in other games besides this new one onions vs. bloodsuckers. I've never seen this npc anywhere that I am aware of.

Is there a console trick to causing an npc to spawn if they aren't for some reason?
I saved then spent 3 days searching for this npc and turned up empty handed. I may be missing something. I do something skim the words as they can be small on my screen. The holding ALT to see names is less effective for me so I tend to need to approach each npc.

It keeps me more detailed. Maybe if I could enlarge the font size of and range I can see npc names with ALT?

Any helpful ideas would be most appreciated.

Go in to your journal and make sure the quest is selected. The npc's location will be marked with an exclamation mark on your compass at the top of the screen.
