I think quite a few players would then start and complaint that NPC's don't use our bridges.
For sure there'd be complaints. We've seen a number of posts complaining when they don't use our roads.
I'm not a game programmer, but I do wonder why pathing is so hard. I've seen so many games stumble with pathing issues; Ostriv, Banished, Cities: Skylines I & II, just to name a few. You'd think by now someone would've figured out how to make it work in games. Whoever gets this right and shares the concept will be a rock star in the game dev world.

but NPC's will walk off the bridge and up the river, then find they are trapped by the fences and walk back again. It's quite dispiriting
How did you build this bridge?
