Cave outside of Skauki

I built a village just above the cave outside the city limits of skauki. However I cannot build a mine outside the cave. Is it because it is the outlet of the cave that exists withing the limits of the city? Thanks in advance.

That cave is a little different. The opening further north looks like a normal cave, but is a second entrance to the one south, that is already a mine entrance. So we can't build a mine on it for workers, but you can get iron from it without building the mine.

Yeah had me puzzled. It's close enough to the village I won't need to make a mine I think.

That cave is part of a quest. So I guess that's the reason why you can't build there.
