Can't find villagers to recruit on Oxbow

Built a couple of houses and ready for my first villagers. But I can't find any! I found a camp outside of the starting town that I thought could be the spot for them but no one is there. I've visited 2 other towns and don't see anyone sitting around and no one I speak to offers that dialogue. Where are the villagers? Should I still be finding a few in each town?

They're all outside their respective villages. North of Piastovia just past the crossroad in the marsh. West of Ostoya along the shore. West of Klonica across the river. East of Skauki along the river.

Does anyone know where the camp in Ostoya is?
I can't seem to find it.

Right in front of the village next to the lake. You have to pass by it if you enter the village coming from the north-west road.
