Also the only person you can move in with yourself is your wife.
So is the house empty or just have one male occupant already?
Easy way to do it: Open your management tab, then go to the house you want to put her in and double click it. This will open a page on the right side of your screen showing who lives there or if it's empty, and show slots where you can assign people to the house. If it's empty, just double click any slot, select her from the villager list that comes up on the left, and she'll live there. If it's not empty, make sure it's a male living there - another female won't allow it. If it's a male, double click the empty slot, and Bob's your uncle.
So long as you have food, water, and wood in the house chest (or in resource and food storage) her mood will instantly begin to improve. Don't assign her a job until you give her a house. That'll drop her mood faster, if I recall correctly.
And it should give you a popup of the villagers to choose from.
