You get 1 point for each meter of distance if you hit the target at 100% accuracy.
So the whole thing is quite simple:
20 meters at 100% gives you 20 points, as you correctly pointed out.
How can you expect 3 times 20 to be more than the 64 points Alwin got?
Increase your shooting distance to about 25 m and hit the target as precisely as you can, and you will easily win this competition.
No one had ever claimed that Alwyin shoots from 20 meters distance.
There are two parts to this task.
In the first part, Alwyn wants you to show him how to shoot. For this lesson, he thinks 20 m is enough to understand the concept.
Then he did some practice and ended up with 64 points, which obviously shows that he is further away than just the 20 meters from the first part of the task.
It only takes a little reading and a tiny bit of thinking to understand that you have to shoot from a greater distance to win the competition.
I'm sure you can win this and show Alwin who's the better archer. Don't give up! :)
It's just - ... you should at least read a quest and process all the informations the game's showing you before you claim it's broken.

It is not enough to hit the target at 100 metres. You either have to hit with 100% accuracy at 100 metres, or you trade accuracy for distance and move further away.
