They cannot take buckets that you put on the ground somewhere. They can only take them from the chest in their own house or the Food Storage.
To get water from the well an NPC needs to be working there and the production has to be set up in the management menu of the well. He will take empty buckets from the Resource Storage, fill them and put them into the Food Storage.
- Food storage. It is best to have all of the water here.
- Their own house chest. Just for the resident of the house. They will consume here first.
Water production: you will also need a resource storage to store empty bucket and waterskin. If you don't have a resource storage, then you will have to manually collect the empty bucket/waterskin and place them in the barrel at the well. The water carrier will only recognize the empty bucket/waterskin in the resource storage or in the well's barrel.
If the workers never pick up anything sitting on the ground or floors, what are all the rooms in the warehouse good for? Am I suppose to build chests and barrels in all those rooms to actually store stuff in?
Second, you might want to start over, look at the pop ups, read the item descriptions, and especially the knowledge tab.
You also need to say what tasks you want done in that building.
For example, if you assign someone to the woodshed, you'll also need to say how you want people in the woodshed to spend their time:

In my screenshot you can see I want workers in the woodshed to spend 80% of their time getting logs, and 20% of their time collecting sticks.
At the bottom you can see for each product what material or tools your worker will need.
In my screenshot it shows that for producing 1 log, your worker will use up 2 durability of an axe.
So that means you have to provide them with axes, either place them in the resource storage building chest, or in the woodshed chest so they have access to it.
All that empty space is just for you to decorate and place stuff there.
Sadly you can't build chests and barrels indoors. But you can drop stuff on the floor safely; it'll never disappear (unless if it's food, then it'll rot).
There's people that made their storage building look real nice by placing logs there, and planks, and all sort of stuff making it look like a real used building.

This is not correct. Sharing a house with someone has absolutely no effect on their mood. So if they are unhappy, it cannot be because you put them together. There has to be another reason.
