The compost bin is under decoration though, just like the chests and barrels you now can craft, your villagers have no access to it, so yep, you'll have to move it yourself first.
I built my compost bins next to the barn, which is right next to a resource storage, so it's easy for me to move.
No, for the NPCs to catch it, it needs to be in Food storage.
There's not really a problem, just a misunderstanding. To clarify; rot is not meant to be used automatically by npc's; it's more there to give the player a way to make a bit of fertilizer early on before they have access to manure. Manure from the pigsty is the way to go if you want to automate the whole process.
