I would recommend starting over. both because there is a lot of content EA didn't have that you may miss, and because of compatibility issues between EA and 1.5.2
For your starting character, you get 15 skill points.
What you see showing as "10" is the max skill level. You can level your skill no more than 10 times. But every even skill level, you'll receive 2 skill points instead of 1.
If you count those 10 levels out you get to 15 skill points (1 for each level + 1 extra for each even level = 10 + 5 = 15).
Also, every time you take your heir over, you'll get more max skill level (and thus more skill points) than your previous character, so eventually you'll have enough (even more) to max out all possible skills if you play for enough generations.
Edit: It could also be that it was different in EA. I didn't play back then, but like brown said; it's best to not continue from an early access save but start over fresh, cause a lot of things have changed and you'll probably run into some weird problems down the line otherwise.
If there are no fixes for that among the other issues I've been having, I guess I'll need to restart, which is such a bummer since there's so much built up.
Edit: ^^ Yeah I have both level 10 in a skill tree and 10 points to allocate max, even though I drank a potion of possibilities. Guess it's just unfixable.
But y, if you stay on that old save you are going to get more issues for sure.
Still, they kept an old version of the game available in the steam beta thing so if you still want to continue on your old save, you can safely on that version.
That is no problem, but whats happen when the game trying to "reset" to the old save.
You will be in debt, but will (should) have the option to pay, as long as you have the money, next season.
But, recommend to start over.
