Did you build a well i think you also need wooden bucks as well

You need to have buckets in your Resource Storage for your Well manager to fill and place in food storage. If there are no filled buckets in your food storage, you're villagers will complain. You can also fill the buckets yourself and put them in your food storage.

Check the following:
A) that you have not disabled the use of buckets of water in the management menu. The last tab on the right of the management menu has lists of food, water and firewood sources. You can enable or disable the consumption of these items by your villagers. (Note: affects use for satisfying hunger, thirst and firewood only, not the use in their workplaces)

B) do you have a food storage building that the well worker can put the items into and the villagers can take out of? If no - then the full buckets/waterskins will be in the Well storage and your villagers can’t access them there. If yes, is it full? If full then water carrier will put the full buckets/waterskins in the barrel at the Well and your villagers can’t access them there.
If you do not have a Food storage building yet you can move the buckets of water / waterskins of water yourself from the Well barrel storage into the chests within the villagers house. They will use them from their house chest.

C)have you assigned tasks to the water carrier so they will fill either buckets of water and/Or waterskins of water
D) has the water carrier got empty buckets/waterskins available to fill - either in the Resource storage building or the barrel at the Well?
