As long as you did set up his tasks in the management menu of the fishing hut ( https://imgur.com/a/t4u9fJ8 ), provided him with fishing spears and he is actually catching fish, all is ok.
Fishing is a rather slow skill in increasing. It'll take a while.

If you have salt and the fishing hut II, let him catch fish and make salted fish. He will level up much faster. Actually I found that having them make salted fish is the only way for villagers to level up survival skill in a way that you notice it.

That's really useful to know! Gonna try it; I can use the extra food anyway and it fills them up more than roasted fish!

Salted fish is more filling (or sells for more, whatever you want to do with it), but it also makes your thirst go down a lot faster. If you feed your villagers, and yourself, salted fish/meat, you need to get more water.

For yourself, that's true. But your villagers don't get negative effects. You could feed them salted fish and rotten, without them getting dehydrated and sick.

Edit:
But could be an interestig mechanic, imo. Mood-Malus for poisonous food and higher water-consumption for salted meat/fish

I found the fisher levelled faster if they made fish meat from the perch, roach and pike fish than catching the fish meat with spears. But that does mean buying the fish in bulk from the Lesnica vendor as I couldn't catch enough fish in the nets to keep him/her occupied. I haven't compared them processing the whole fish to the rate gained by making salted fish.

Got to set up the tasks I suppose. I forgot to do that for my water carrier at the well and was wondering why water was not flowing in.
