There is no need to do the Uniegost/Alwin/Sambor quests at all. You can just ignore them and they will eventually go away once they expire. It's not mandatory in the least.
What OP is talking about are the chapter quests that unlock the building limits. Those you still have to do if you want to be able to build a big village.
Are they reliable though?
